DRAFT BY-LAW FOR TOWNSHIP ECONOMIES OPEN FOR COMMENTS

Notice is hereby given in terms of section 21(a)of the Local Government: Municipal Systems Act 32 of 2000. Members of the public are hereby invited to comment on the Langeberg Municipality’s DRAFT BY-LAW FOR TOWNSHIP ECONOMIES.

The Draft By-Law for Township Economies has been developed in response to the need for a regulatory framework that promotes inclusive economic development within townships. This initiative aligns with sections 152(1) and 153(a) of the Constitution of the Republic of South Africa, 1996, which mandate municipalities to promote social and economic development.

The key objectives of the Draft By-Law are to:

  • Facilitate inclusive spatial and economic development in townships.
  • Harmonize the township ecosystem and provide norms and standards for the establishment and management of township-based enterprises, both formal and informal.
  • Raise awareness of applicable laws and regulations affecting township businesses.
  • Support small businesses to grow and participate in mainstream economic activities.

The Draft By-Law includes several important provisions, such as:

  • Freedom to engage in business activities with the necessary permits.
  • Designation of business areas and sites to promote inclusive economic development.
  • Issuing and management of business permits.
  • Proactive steps by the municipality to support township businesses, including capacity building and access to infrastructure and markets.
  • Registration and permitting processes for business activities.
  • Prohibitions and restrictions to ensure orderly business operations.
  • Hygiene and waste removal standards.
  • Enforcement mechanisms and penalties for non-compliance.

Any comments or objections in respect of the draft by-law must be submitted in writing to the Municipal Manager on or before 14 February 2025 (Allowing 60 days or more from the date of publication of this notice.).
