The project entails the construction of a new inlet works, construction of a new MLE reactor, construction of a 24m diameter
secondary settling tank with rotating bridge, construction of SST’s division box with sluice gates and RAS pump station with
submersibles pumps, construction of a new motor control center (MCC) and a generator room with a new generator, construction of
new dewatering and office building, supply and install a mechanical screen at inlet works, supply and installation of all new
mechanical equipment for the MLE Reactor as well as the new SST and Various Pump Stations, Supply and Install of complete
Mechanical dewatering equipment, demolishing of the existing old concrete structures, construction of various small concrete
structures and associated pipework and roadwork.

Tender documents must be downloaded before the clarification meeting in order to make sure of the eligibility criteria of the contract.
Compulsory clarification meeting:
A compulsory tender information meeting and site inspection will be held on 24 June 2022 at 10h00, where the tenderers will meet
at the Robertson Sewage Treatment Plant for a discussion on the tender, procedures and scope of the works. The attendance
certificate of the information meeting and site meeting will be signed before and after the site meeting. Persons not present at the
end of the site meeting will be disqualified. All Covid-19 regulations will be followed and must be complied with by all parties
attending the meeting. All tenderers must bring their own pen, social distance will be maintained and the wearing of masks is
compulsory.
Local production and content is applicable to this bid. Bidders must use the exchange rate published by the South African Reserve
Bank (SARB) at 12:00 on 18 July 2022. The guidance document for the calculation of local content is included in the bid document
and is also available on the municipality’s website by following the Supply Chain Management link. If raw material or input to be
used for a specific item is not available locally, bidders should obtain written authorisation from the DTI should there be a need to
import such raw material or input. A copy of the authorisation letter must be submitted together with this tender document at the
closing date and time of bid. Please note that the requirements in terms of local production and content are fully contained
in the tender document.
Tenders may only be submitted on the Tender documentation issued by Langeberg Municipality and must be valid for 120 days
after tender closing. Late, electronic format, telephonic or faxed Tenders will not be considered, and Langeberg Municipality does
not bind itself to accept the lowest, part of or any Tender.
Sealed Tenders, with “T41/2022 REFURBISHMENT AND UPGRADE OF ROBERTSON WASTEWATER TREATMENT WORKS,”
clearly endorsed on the envelope, must be deposited in the Tender box at the offices of the Langeberg Municipality, 28 Main Road,
Ashton. The Tender box is accessible from Mondays until Fridays from 08:00 until 16:30. This excludes weekends and public
holidays. Tenders must be accompanied by the fully completed Tender documents in black ink and must not be dismantled.
Tenders not accompanied by a complete Tender document, will not be considered.
NOTE: This tender will be evaluated in terms of the General Conditions of Contract, Supply Chain Management Policy, relevant
specification and local content as depicted in the document and also the Preferential Procurement Regulations, 2017 that was
promulgated by the Minister of Finance on 20 January 2017 in Government Gazette No 40553.
