Only bidders who satisfy the eligibility criteria stated in the Standard Conditions of Tender (Clause C.2.1) are eligible to submit tenders.

Tenderers must be registered with the CIDB in an EP class of construction works and have a grading designation equal to or higherthan that determined in accordance with the sum tendered or a value determined in accordance with regulation 25(7A) of theConstruction Industry Development Regulations,2004. It is estimated that tenderers will need a grading designation of 3EP or higher.

Only goods, works and services with a stipulated minimum threshold as applicable for local production and content will be considered.

The minimum threshold applicable to this project is:

  • Two Way Radio Terminals and Associated Equipment
  • Radio Terminal
  • Fixed Station Radio
  • 60%

All bids received shall be evaluated in terms of the Langeberg Municipality’s Supply Chain Management Policy, read with thePreferential Procurement Regulations of 2017. It is estimated that the 80/20 preference points system will be applicable.

Tenders willbe evaluated in terms of price and preference.

The successful Tenderer must be registered on the Centralized Supplier Database (CSD). Tenderers can register on www.csd.gov.za.Tender documents can only be obtained electronically, from Langeberg Municipality.

Please note that a 15-minute grace period will be given to late comers,whereafter no entry will be allowed. (Langeberg Municipality does possess a site/clarification procedure manual and prospectivebidders can obtain a copy of the manual from the Municipality’s Supply Chain Unit)The closing time for receipt of tenders is 12:00 on Friday, 4 March 2022 at the Langeberg Municipality, 28 Main Road, Ashton.

Tenders, in sealed envelopes, marked ‘TENDER 73/2021 – Supply and Installation of Telemetry and SCADA Systems,Bonnievale’ must be placed in the Tender Box located at the main entrance of Langeberg Municipality, 28 Main Road, Ashton.Telephonic, facsimile, electronic/e-mailed and late tenders will not be accepted. Bids may only be submitted on the bid documentationthat has been issued.

Council reserves the right to accept a tender in full, partially or not at all and is not obliged to accept the lowest tender received.Langeberg Municipality reserves the right to scale down on the Scope of Work in order for the contract value to fit into the available budget for 2021/2022.

Preferential Procurement Regulations, 2011 (Regulation 9. (1) and 9. (3) Make provision for the promotion of local production and content. Local production content applicable to designated sectors of construction.

Only goods, works and services with a stipulated minimum threshold as applicable for local production and content will be considered. The South African Bureau of Standards approved, Technical Specification Number (SATS 1286:2011) will be used to calculate local content.
