Did you know that South Africa is a constitutional democracy divided into three spheres of government: Local, Provincial, and National? The Langeberg Municipality is part of the Cape Winelands District in the Western Cape Provincial Government. Our municipality's role includes managing administration, budgeting, and planning to prioritise the basic needs of our community.

Our Population

Langeberg Municipality covers approximately 4,517.4 km² and includes the towns of Robertson, Montagu, Ashton, Bonnievale, and McGregor, along with surrounding rural areas. According to Stats SA's 2022 population estimates, Langeberg accounts for 10.9% of the Cape Winelands' population, totalling 94,045 people. We support 28,032 households by providing essential services in line with the Constitution.

Your Role in Government

To help improve our community, your involvement in local decision-making is important. Here is how you can participate:

1. Council Meetings: Attend the monthly meetings in Robertson to share your thoughts and influence decisions.

2. Ward Committees: Connect with your Ward Committee members to express your needs and opinions about services.

3. Submit Urgent Needs: For urgent service issues, call our 24/7 customer service  Call centre.

4. Public Meetings: Participate in public meetings to voice your concerns and suggestions.

5. Know Your Representatives: Familiarise yourself with your Councillor and Ward Committee Member—they are here to represent you.

6. Provide Feedback: Offer input on draft policies, by-laws, budgets, and other municipal documents when they are advertised in local newspapers and on the municipal website.

How the Budget is Allocated

When planning the budget, community needs are captured in the Integrated Development Plan (IDP). This plan is aligned with the available municipal funds and grants from other government departments. For the 2023-2024 financial year, Langeberg Municipality allocated R204 million for infrastructure upgrades and improvements. Our consistent Clean Audit award over the past five years reflects our commitment to effective governance, clean administration, and sound financial management.

The Service Delivery Budget Implementation Plan (SDBIP)

The Service Delivery Budget Implementation Plan (SDBIP) outlines how services will be delivered and how the budget will be used, as per the Municipal Finance Management Act (MFMA) 2003. The SDBIP acts as a contract between the administration, the council, and the community. It includes a detailed one-year plan and a three-year capital plan, assigning responsibilities to various departments to ensure services align with the IDP and budget.

Our Services

Over 750 municipal employees are dedicated to enhancing our infrastructure and services. Their work includes maintaining roads, bridges, stormwater systems, irrigation channels, electrical networks, and cemeteries. The EPWP program offers youth valuable work experience in fields such as general work, security, and plumbing. Our teams also focus on law enforcement, public nuisance control, traffic management, firefighting, disaster management, building regulations, and liquor laws. They ensure clean water, effective wastewater treatment, efficient waste removal, and control of air and noise pollution.

Political and Administrative Structure

Our municipality has a clear distinction between the political and administrative structures:

- Council: The elected body responsible for oversight and legislation, comprising 12 Ward Councillors and 11 proportional representatives. The Council is led by the Speaker, with decision-making overseen by the Executive Mayor and the Mayoral Committee. Various committees, including the Executive Mayoral Committee, Portfolio Committees, Municipal Public Accounts Committee, Internal Audit and Performance Committee, and Ward Committees, support the Executive Mayor in managing daily activities.

- Administration: Led by the Municipal Manager, who oversees service delivery and implements political decisions. The Municipal Manager is supported by the Strategic Management Team (SMT), consisting of Executive Directors from five municipal directorates. The SMT meets bi-weekly to address service delivery issues, review reports, and manage organisational matters.
